Precinct 5 Director Ronnie Hopper has announced his retirement from the High Plains Water District board of directors in Texas.

Hopper has represented Precinct 5 since March 2013, when he was appointed to fill the unexpired term for that position.

“Ronnie Hopper has devoted countless hours of service to HPWD, and we are very grateful for his service,” said board president Lynn Tate in announcing Hopper’s retirement was effective Feb. 25.

In recognition of his service, the directors passed a resolution of appreciation for Hopper’s contributions to HPWD.

After accepting Hopper’s retirement letter, the board appointed Jeremy Reed of Kress, Texas, to fill the unexpired term.  Reed is the first person from Swisher County to represent Precinct 5 on the HPWD board of directors.  He has served on the Swisher County Advisory Committee since October 2013 and has also served on the research/demonstration committee of HPWD since 2024.

“We are happy to have a person of Jeremy’s caliber on the HPWD board of directors.  He and his family are great ambassadors for water conservation and the mission of HPWD,” Tate said.

Created in 1951 by residents and the Texas Legislature, the High Plains Water District works to conserve, preserve, protect, and prevent waste of underground water in aquifers within its 16-county service area. HPWD is the first groundwater conservation district created in Texas.
